Former Haryana Chief Minister Bhupinder Singh Hooda on Thursday launched a sharp attack on the BJP-led state government, alleging a complete breakdown of law and order and demanding a special session of the Haryana Assembly to discuss what he called the “worsening” crime situation.
Speaking exclusively to India Today TV, Hooda alleged that Haryana witnesses an average of three murders and four rapes every day, though he did not cite the source of the figures. He claimed that rising crime and gang activity had made the state increasingly unsafe under the BJP government.

Referring to a recent firing incident in Panchkula, Hooda said such episodes had become routine and claimed that more than 50 gangs were currently active across Haryana.
“The government should convene a special Assembly session on law and order. It must explain how it plans to eliminate gangs and gangsters. The BJP should recall the situation in 2005 when our government effectively tackled organised crime. The present government is incapable of handling the situation,” Hooda said.
The senior Congress leader accused the BJP government of failing to address public concerns and described the administration as a “non-performing government”. He alleged that Haryana had become one of the most unsafe states in the country and said social and governance indicators had deteriorated over the years.

Taking a swipe at Nayab Singh Saini, Hooda said that while the Chief Minister promoted cycling as a fuel-saving measure, large convoys of official vehicles continue to accompany him.
He also alleged that Haryana’s debt had risen to nearly Rs 5 lakh crore from around Rs 60,000 crore in 2014, asserting that the state was among the country’s best-performing regions before the BJP came to power.

On the appointment of Archana Gupta, a woman appointed as Haryana BJP chief, Hooda said symbolic changes would not improve the condition of women unless the government fulfilled promises made to them, including financial assistance commitments.
The Leader of Opposition also claimed that Haryana now ranks among the states with the highest unemployment levels and alleged that examination paper leaks first surfaced in the state during the recent NEET-UG controversy.
On the ongoing Special Intensive Revision (SIR) of electoral rolls, Hooda said Congress was not opposed to the exercise but insisted that it must be conducted fairly and transparently.
“All valid voters should remain on the rolls. We are closely monitoring the SIR process, but we are not against it,” the former Chief Minister said.
