Congress MP Digvijaya Singh has raised questions over changes made to the technical eligibility criteria in the tender process for CBSE’s On-Screen Marking (OSM) system.
In a post on X, Singh claimed that the original Request for Proposal (RFP) for the OSM project included the use of robotic scanners. According to him, this requirement was later replaced with ordinary scanners.
Questioning the change, Singh wrote, “Initially for OSM CBSE had decided to use Robotic Scanner in RFP document. But later it was changed to ordinary Scanner. Why? Only Dharmendra Pradhan would know.”
WHAT IS A ROBOTIC SCANNER?
In his post, the Rajya Sabha MP also explained what a robotic scanner is and why it is considered an advanced technology.
He said a robotic scanner combines a 3D or optical scanner with an automated robotic arm or similar automated mechanism to capture detailed measurements without manual handling.
According to Singh, such systems are commonly used in manufacturing for quality control, in libraries for large-scale digitisation projects, and in reverse engineering processes.
QUESTIONS OVER THE CHANGE
Singh suggested that the removal of the robotic scanner requirement deserved closer scrutiny.
“Then why this was changed? To oblige a particular Vendor? Decide yourself,” he wrote.
His remarks come amid continuing political debate over the procurement and implementation of the OSM system used in the evaluation of CBSE Class 12 board examinations.
The OSM process has already been under public scrutiny after students raised concerns about scanned answer sheets, including reports of blurred images, missing pages and alleged mismatches.
While CBSE and the Union Education Ministry have not publicly responded to Singh’s latest claims, the issue is likely to add to ongoing demands for greater transparency in how the digital evaluation system was procured and implemented.
