Convicted murderer Daniel Billings will appeal his jail term for killing Molly Ticehurst, lodging a notice of appeal in NSW’s highest court.

Billings must serve at least 20 years imprisonment before he is eligible for parole for the revenge killing of his former partner, who was 28-years-old when she was brutally murdered in her Forbes home.

He was on bail when he broke into Ms Ticehurst’s house through a bedroom window and stabbed her 15 times.

Billings had been facing charges relating to his former partner when he killed her, including stalk/intimidation, sexual intercourse without consent and animal cruelty.

Ms Ticehurst’s murder shocked NSW and led to massive overhauls of domestic violence bails laws in the state.

The NSW Supreme Court confirmed Billings filed a notice to appeal his sentence in Orange on Friday, just weeks after he was handed a maximum jail term of 28 years.

Premier Chris Minns described Billings as a “bastard” when he was asked if his sentence was adequate.

“I would have loved to have seen him (get) far, far longer,” he said.

“We’ve changed the law since that horrific murder to have standard non-parole periods of 25 years.

“The judge made the decision and I just feel terrible for the family who are decent, honest, hardworking people who’ve lost their daughter at the hands of a complete bastard.”

Billings pleaded guilty to Ms Ticehurst’s murder last year.

He was given a 20 per cent discount on his sentence for his early guilty plea.

Billings will be eligible for parole on April 19, 2044.
