Billie Piper’s stalker has been jailed for 12 months after repeatedly breaching an order designed to protect the Doctor Who star.
Philip Jerome, 49, from Winchester, Hampshire, was sentenced at Basingstoke Magistrates’ Court on Tuesday (25.08.26) after pleading guilty to four breaches of a stalking prevention order concerning Billie, 43.
The Sun reported the court heard Jerome had repeatedly attempted to make contact with singer Billie, 43, despite previous court orders, while police discovered photographs of the singer on his phone and social media activity relating to her.
Sentencing the stalker, District Judge Kirsty Allman said: “You have a sexual interest in Ms Piper making reference to her without have a bra on and so on.”
She added: “The motivation is to contact her in the hope she will engage in a relationship with you.
“You demonstrated an entrenched pattern of stalking and harassment offences, and failing to comply with court orders.”
The court heard Philip was made subject to the stalking prevention order on July 21, 2022.
He had previously received a restraining order in 2018 after attending Billie’s home, putting cards through her door and sending her letters.
Jerome subsequently breached that restraining order by sending Facebook messages to Billie’s mother and sister “expressing a wish for them to meet up”, as well as attending the actress’s home and commenting about her choice of partner.
He was jailed for 12 months in 2022 after another breach in which he attended a Comic-Con convention and posed for photographs with Billie twice on the same day.
Jerome had changed his clothing before the second photograph.
Billie recognised him during that encounter and security removed him from the event, the court heard.
Police inspected Jerome’s devices on December 27, 2025, and discovered four photographs of Billie stored on his phone.
He had also tagged 11 posts and images concerning Billie on X across four separate days that month, including AI-generated pictures.
Ringbinders containing newspaper cuttings, details of events and other merchandise were also discovered at his home.
Prosecutor Anisa Alrubaie told the court Billie did not directly operate her X account, which was instead managed by her personal assistant.
Caroline Bonavia, defending, said: “Were it not for the order, these (offences) would be very similar to what a keen fan would post about a public figure.
“A lot of them are similar images of her head in an Andy Warhol arrangement, many repeats essentially of her face and sometimes with AI.
“The difference for him is that he must not do this and he accepts it.”
Ms Bonavia told the court Jerome had shown a lack of remorse and empathy and had recently been diagnosed with autism.
She added he had sought psychological support concerning “obsessive and unsuccessful relationships”.
The lawyer also said the latest breaches “had moved a great deal away from what one would think were the terrifying elements”, adding: “He needs to learn that fan or not, even this sort of posting is not permitted.”
The court also heard Jerome had a previous conviction for harassing a female friend dating to 2012 by “sleeping outside her address in the woods”.
The sentencing comes as Billie is once again at the centre of intense speculation about Doctor Who, the BBC science-fiction series that made her a household name as Rose Tyler alongside Christopher Eccleston and David Tennant.
Billie made a surprise appearance at the end of The Reality War in May 2025, when Ncuti Gatwa’s Doctor regenerated into her likeness, prompting speculation about whether she could become the next incarnation of the Time Lord.
The future of the series has subsequently been thrown into uncertainty, with showrunner Russell T Davies departing and the BBC putting production of the show out to tender.
Billie originally played Rose from 2005 to 2006 before making later appearances in the long-running series. She also became known for playing Belle de Jour in Secret Diary of a Call Girl and more recently appeared as Isadora Capri in Netflix’s Wednesday.
Before establishing herself as an actress, Billie found fame as a teenage pop singer, scoring a UK No 1 with her debut single Because We Want To and following it with songs including Girlfriend and Honey to the Bee.
