The CBI on Friday issued fresh summons to Rajbir Ghuman, officer on special duty to Punjab Chief Minister Bhagwant Mann, in an alleged corruption case linked to financial benefits for managing the postings of IAS and IPS officers and other official matters, officials said.
Ghuman had been summoned along with the other accused on Wednesday and asked to appear for questioning on Friday. Officials said he claimed he had not received the summons. After he did not appear on Friday, CBI teams pasted the summons at his premises and also sent it by email, they said.

Ghuman has been called in connection with a case registered on Tuesday on the orders of the Punjab and Haryana High Court. The agency has alleged that he and his associates influenced the postings of IAS and IPS officers in return for financial gain. The CBI also searched eight locations in Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar linked to Ghuman and the other accused.
In a statement, CBI spokesperson Beena Yadav said: “The CBI has booked six persons, including two public servants, middlemen and associates, namely Rajbir Ghuman, OSD to the chief minister, Punjab, Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder, R S Nagra and unknown public servant(s) and private person(s).”
According to the statement, the FIR was registered on the Punjab and Haryana High Court’s orders and after the receipt of a report from the Enforcement Directorate to examine allegations of corruption against Ghuman and his associates “for influencing and manipulating postings of officers, including that of IAS and IPS officers, department proceedings, matters pertaining to policy formulation, administrative approvals, tender conditions, licensing matters, land use conversion matters, property disputes, and revenue and land related issues in lieu of pecuniary benefits”. The spokesperson also said the accused public servants allegedly accessed and shared drafts of orders and policies with private persons before the government issued them. Overall, the case concerns allegations of influence in postings and other official decisions in return for financial benefits.
