Delhi Minister Ashish Sood has said the proposed Private University Bill to facilitate the establishment of private universities in the national capital could help address the shortage of higher education seats for students from Delhi. He said around 3.13 lakh students appear for Class 12 examinations in Delhi every year, while approximately 1.51 lakh physical, on-campus seats are available for higher education, as reported by ANI.

DELHI STUDENTS FACE SHORTAGE OF SEATS
According to Sood, Delhi University has around 71,000 seats, while IITs and other institutions have around 1,200 to 1,500 seats. He said a significant number of seats in central universities are occupied by students from other states.
“Since central universities attract a large number of students from other states, around 45-50 per cent of students come from outside Delhi,” Sood said, according to PTI.
He said this creates a gap of around 1 lakh to 1.5 lakh seats every year for students passing Class 12 in Delhi.
Sood also said that while around 1.51 lakh seats are available across higher education institutions in Delhi, Delhi students are effectively left with around 80,000 to 85,000 seats because students from other states occupy a significant portion of the available seats.
PRIVATE UNIVERSITY BILL APPROVED BY DELHI CABINET
The Delhi Cabinet, chaired by Chief Minister Rekha Gupta, approved the Bill on August 7 to create a legal framework for establishing private universities in the national capital.
The proposed legislation will be introduced in the ongoing Monsoon Session of the Delhi Assembly for discussion and approval.
The government said the Bill is aimed at expanding higher education opportunities in Delhi and supporting research, innovation, entrepreneurship and industry collaboration.
Under the proposed Bill, 25 per cent of seats in every course will be reserved for students from Delhi.
The legislation also proposes the development of multi-story, high-tech and future-ready campuses. A ‘Delhi Private Universities Regulatory Authority’ will be established to ensure quality, transparency and accountability.
GOVERNMENT AIMS TO EXPAND HIGHER EDUCATION OPTIONS
The proposed legislation is intended to address the shortage of quality higher education institutions in Delhi and encourage private investment in the sector.
Sood said the establishment of new universities would strengthen Delhi’s higher education sector across both public and private institutions and provide relief to students and their parents.
He also said Delhi students are currently often compelled to attend private universities in the surrounding National Capital Region (NCR) due to limited options within the city.
Chief Minister Rekha Gupta said the government’s effort is to ensure that students can pursue their “dream college” within Delhi and that the city becomes a destination for students from across the country.
