Sahib Singh, the man seen being slapped by Delhi Public Works Department Minister Parvesh Verma during a road inspection in Tilak Nagar on Sunday, was earlier arrested in connection with a case involving the assault of a Municipal Corporation of Delhi (MCD) sanitation worker.
He is currently out on bail in that case.
The earlier case was registered at Tilak Nagar police station on June 2 after MCD sanitation worker Dhan Bahadur complained that a group of men had pulled him out of a garbage collection vehicle and assaulted him.

According to the FIR, Bahadur was working as a helper on a garbage collection vehicle in Ward 103 when the vehicle reached Krishnapuri at around 11 am. He told police that a girl was throwing garbage from the second floor of a house and that he asked her to stop briefly as a motorcycle was passing below.
The vehicle subsequently moved on. Bahadur said a young man from the house and several others followed the vehicle and forced it to stop. He said they pulled him out, assaulted him and took him two or three lanes away, where he lost consciousness.
Bahadur was later taken to Deen Dayal Upadhyay Hospital, according to the complaint. In his initial statement, he named one person as Karan and said he could identify the other attackers if he saw them.
Police subsequently obtained CCTV footage which, according to investigators, showed Sahib Singh participating in the assault. His name was reportedly added during the investigation.
Bahadur’s medical record noted injuries attributed to physical assault. He was later referred to RML Hospital. Police registered FIR No. 215/2026 under Sections 115(2), 126(2) and 3(5) of the Bharatiya Nyaya Sanhita. The accusations in that case have not been adjudicated by a court.
SAHIB SINGH SEEN BEING SLAPPED DURING ROAD INSPECTION
The earlier case has come into focus after Sahib Singh was involved in a confrontation with Verma during the minister’s inspection of a road in Tilak Nagar on Sunday.
Verma was inspecting the road when he got into an argument with local AAP MLA Jarnail Singh over the quality of the road construction. Sahib Singh, who works with the MLA, was recording the exchange.
A video of the incident shows Verma pushing down Sahib Singh’s phone and slapping him. The two then appear to confront each other before a security guard intervenes.
Sahib Singh told ANI that he was live-streaming the exchange on Jarnail Singh’s social media page. He said Verma slapped him to stop the recording and alleged that the minister’s security personnel also pushed and threatened him.
Sahib Singh has filed a police complaint in connection with Sunday’s incident.
VERMA SAYS HE REACTED IN ANGER
Verma said one of the AAP MLA’s workers had abused his family and that he reacted in anger. In a video posted on X, the minister said the incident “should not have happened”.
The confrontation has since triggered a political row, with AAP leaders, including party convenor Arvind Kejriwal, demanding action against Verma.
Delhi Police sources said complaints had been received from both sides and that officers were examining the circumstances surrounding the confrontation.
The investigation into Sunday’s incident is underway.
