Officers sitting idle, talent being wasted: Himachal CM plans big bureaucracy cut

The Himachal Pradesh government is planning a major restructuring of its administrative machinery, with Chief Minister Sukhvinder Singh Sukhu saying the number of sanctioned posts in the IAS, IFS and IPS cadres will be reduced to ensure officers are utilised more effectively.

Under the proposed restructuring, Sukhu said on Monday that the IAS positions will be reduced from 153 to 130, while IFS positions will come down from 118 to 83. The number of IPS positions will also be reduced, Sukhu added, although he did not specified the proposed figure.

Sukhu said the move was driven by the fact that several officers do not have enough work, leaving their capabilities underutilised. “Many officers do not have sufficient work, due to which their full capacity is not being utilised. Their talent gets wasted,” he said.

The Chief Minister said the government needs officials to implement schemes and deliver services, rather than maintain positions without adequate work. “The proposed restructuring is expected to reduce the government’s expenditure by around Rs 2,000 crore,” he said.

Sukhu also said his government was now approving files of officers seeking to go to Delhi without delay. Earlier, such requests were kept pending, he stressed.

“Files of officers who wish to go to Delhi are being approved immediately,” the Chief Minister said, adding that the process of relieving them was also being completed quickly after approval.

Sukhu said the restructuring would help reduce unnecessary expenditure while allowing the state government to use its administrative resources more efficiently and improve delivery of schemes and services to people.

The proposed move is aimed at ensuring that officers who do not have sufficient work in the state can take up assignments elsewhere, while the Himachal Pradesh government rationalises its sanctioned strength according to the actual requirements.
