The United Liberation Council (ULC), a front associated with Lashkar-e-Taiba, has issued a fresh threat targeting Kashmiri Pandits, accusing them of being involved in what it described as “traitorous” acts and warning that those seeking the reopening of cases related to the community’s exodus would face consequences.
The letter, dated August 27, 2026, is reportedly the fourth such threat issued against Kashmiri Pandits. It was signed by ULC media coordinator Ahmad Bilal, who described himself as a “Soldier of Resistance.”

GROUP QUESTIONS REOPENING OF PANDIT CASES
In the letter, the group questioned the reported efforts to reopen cases related to the killing and displacement of Kashmiri Pandits. It claimed that the exodus of migrant Pandits was a “pre-planned programme” carried out by the Indian government and accused members of the community of supporting it.
The ULC also referred to the 1993 Bijbehara firing and several other incidents, including Gawkadal, Sopore and Handwara, accusing Indian security forces of killing civilians.
“If you are demanding the reopening of migrant Pandit cases, then start opening these cases as well,” the letter said, while demanding investigations into the incidents.
THREAT OF VIOLENCE
The letter contained explicit threats against people whom the group accused of being involved in the cases. It warned that those it described as responsible would not be spared, regardless of their level of security.
The group also threatened Kashmiri Pandits who it labelled as “traitors”, claiming that enhanced security would not guarantee their safety.
The threatening communication comes amid renewed discussions about cases linked to the killings and displacement of Kashmiri Pandits during the period of militancy in Jammu and Kashmir.
SECURITY AGENCIES ON ALERT
The contents of the letter are likely to be examined by security and intelligence agencies to determine its authenticity, the individuals behind it and whether the threats indicate any specific planned activity.
The ULC has previously issued communications targeting Kashmiri Pandits, making the latest letter a matter of concern for security agencies.
Authorities have not yet publicly disclosed details about any specific security measures being taken in response to the latest threat.
