The Government of India has invited suggestions from students, parents, teachers and other stakeholders as part of an exercise to reform the country’s public examination system.
The government has constituted a High-Powered Task Force (HPTF), headed by Nandan Nilekani, to examine and recommend comprehensive reforms in the conduct, security, design and governance of public examinations, including those conducted by the National Testing Agency (NTA).

The task force is examining measures to strengthen institutional systems and processes, improve examination integrity and security, deploy appropriate technologies and augment examination infrastructure. It is also looking at ways to promote accessibility and inclusion and safeguard student well-being throughout the examination process.
The objective is to develop a public examination system that is robust, secure, transparent, equitable and future-ready.
WHO CAN SUBMIT SUGGESTIONS?
The HPTF has invited suggestions from a wide range of stakeholders, including students and candidates, parents, teachers and academic institutions, examination-conducting and test-indenting bodies, subject matter experts, technology professionals, industry organisations and civil society organisations.
Other interested stakeholders can also submit their inputs.
KEY AREAS UNDER CONSIDERATION
Suggestions can cover the conduct and security of public examinations, examination design and assessment methodology, governance and accountability, and institutional arrangements.
Stakeholders can also provide inputs on preventing, detecting and addressing examination malpractices, as well as the use of technology, including secure computer-based testing.
The task force is also seeking suggestions on creating and augmenting examination infrastructure and developing an inclusive examination framework to improve access across social, economic, regional and linguistic groups.
Other areas include transparency, grievance redressal, stakeholder communication and measures to promote student well-being during the examination process.
Stakeholders can also suggest any other measures that may add value to the examination system.

The HPTF has asked stakeholders to submit their suggestions by September 13, 2026.
