The Delhi Cabinet has approved the draft Ease of Doing Business Bill, 2026, which proposes self-certification for low-risk industries and bars routine inspections for three years after registration. The proposed law is aimed at cutting delays and reducing the need for businesses to seek approvals, registrations, licences, No Objection Certificates and other permissions from multiple departments.
A key provision in the bill is deemed approval. If the competent authority does not decide an application within the prescribed timeframe, the approval, registration or NOC will be treated as granted automatically, Chief Minister Rekha Gupta said. Applicants will then be able to download the approval directly from the online portal.

The bill was discussed and cleared at a Cabinet meeting chaired by Gupta on Tuesday, and has now been sent to the Union Home Ministry for further necessary action, according to a statement from the Delhi Chief Minister’s Office on Wednesday.
A Single Window System will be set up to provide major business approvals, registrations, NOCs and utility connections through one online portal. Services to be processed through this portal within fixed timelines will include building plan approvals, factory licences, fire clearances, water, sewer and electricity connections, RERA registrations and co-operative society registrations.
Gupta said the bill has been prepared under the Government of India’s Compliance Reduction and Deregulation Initiative, Phase II, and is in line with the spirit of the Jan Vishwas Bill, 2023.
She said, “The government is working towards creating a system where approvals are easier to obtain, procedures are clear, decisions are taken within fixed timelines and unnecessary compliance burdens are eliminated.”
The Delhi State Industrial and Infrastructure Development Corporation will be the nodal agency for the entire approval process, from receiving applications to granting final approvals.
The Chief Minister said the bill also proposes relaxation of several development control norms in notified industrial areas by removing restrictions related to floor area ratio, ground coverage, setbacks and building height to support industrial expansion.
A self-certification system will be introduced for low-risk activities, under which procedures related to fire safety, building plan approvals, pollution-related permissions and low-tension electricity connections will be completed on the basis of self-declaration. This, the statement said, will allow small, low-risk and low-hazard enterprises to begin operations without unnecessary delays.
The CMO said enterprises already registered under GST, FSSAI, the MSMED Act or the Labour Codes will not have to obtain separate trade licences, health trade licences, eating house licences or Shops and Establishments registrations.
Gupta also said there will be no routine inspections for three years after registration under normal circumstances, and inspections will be carried out only if there are complaints of a serious nature. The proposed law also introduces a Negative List approach, under which entrepreneurs can undertake any activity unless it is specifically barred under a published Negative List.
The government may also notify about a common validity period for all licences and NOCs, while verification and certification services may be provided through empanelled professionals.
